Every couple of days I must use the turkey baster to blow away a thin layer of what looks like a "rust" deposit all over my aquarium. What can this be?

How new is the tank?
If it's newish it may still be cycling.
If it's cyano then changing your water flow may help. I just adjusted my flow a tiny bit and all of a sudden I started getting a bunch of cyano. Didnt have an issue before. It seems it likes still waters and will settle and grow there.
Make sure you keep up with the water changes as it dislikes clean water.
Not sure if bulb life is a problem, but I know mine are old so changing them may help.

Diatoms can look brownish like rust, not sure they would blow off though. If it's new tank your probably got a few more colours to go through before you get the good stuff  (purple  ;D.)
