I've just installed a Root Therm undergravel heater in my 75 gal. tank.
It doesn't seem to affect the thermometer in the tank,
so how do I know it's working?
I stuck my finger in the water and didn't get any shock of any kind so it's not leaking electricity.

Take an extra thermometer and stick it down into the substrate.  It should read a temperature higher than your water.  If your water is over 80F you might not notice much of a difference.  Substrate heating works best if you can establish a temperature gradient with the substrate a few degrees warmer than the water to promote circulation.

I forgot to ask.  Are you also running a heater in the tank?  The substrate heater won't heat to the tank on its own.
