cheating a ballast

I currently have a ballast that is rated for 2 48" 54W T5HO bulbs.  I am trying to rig it to use 4 24" 24W T5HO bulbs.

The problem is there arent enough wire connections for 4 bulbs.  Is there a way to cheat this or am I stuck buying a new ballast?

If it cant be cheated, how bad is it to over power T5 bulbs until I can get a proper ballast?
