I think the idea of circular water motion is good in principle, but only on a counter-current skimmer, water enters from top, exits bottom, bubbles rise from bottom.  This maximizes the amount of water contacting each bubble as it rises.    Anytime I've ever seen a seaclone in operation, it looks like a very narrow little tornado inside the chamber, and it's hard to imagine it's efficient.  For a good CHEAP skimmer, I'd recommend saline solutions.

I just set up a SW tank, how are the prisms?
I can get one used for a decent price and the guy at marine scape thought it was decent for a smaller tank (33g). his low tech tank just as you walk in was running on one..

BTW its a NICE tank they have there but I dont think they run the skimmer all that much, least the 100000 times I've been there. Spend the extra few $$$ and get a good skimmer. If anyone is serious about getting one I can link you to someone that sells them for a good price.
