I have a workhorse 7 and the wiring diagram but I am confused on 1 point.
where the red wires hook into the end cap:
do I connect both sides (on the same end cap) to the same red wire?

You use a "jumper" on your end cap.
Essentially, snip a small piece of wire that will just run from one hole to the next on your end cap. Connect these two contacts with that piece of wire. This connects the contact on one side of the end cap with the other.
Then, connect the red ballast wire as instructed.
In theory, you don't "need" the jumper wire but obviously Fulham advises you to slap one in their for a reason.
