What ratio of water to vinegar should be used when rinsing a skimmer with vinegar?

I would soak it in 100% vinegar for at least a couple of hours. Then rinse it thoroughly.
If you want, you can soak it in a baking soda solution to neutralize the vinegar. Then rinse it thoroughly again.
