Title: Air pump VS Powerhead

Will a power head oxygenate the water as a air pump. My tetra airpump is too loud!

if you have a hob filter it will do it.
if you have a power head aimed at the top of the tank giving it ripples, it will.

remember a power head is for water movement/circulation

Air pumps do not actually add O2 to the water. They help to break up the surface to creat turbulance for a better gas exchange. For gas exchange a power head like Vince said if a better way to go for increasing O2 levels and quieter.
