Title: Plant ID

I'm hoping someone can help me out with finding out what
this plant is and hints on how to grow it ;).
It came in with another plant that I bought.
There's only this little bit of it and I've had it floating
among some giant val close to the light, but it's hardly grown.
It's such a cute looking little plant that I'd like to get it to
take off.

That would be a Marsilea species.

It's quite a undemanding ground cover plant. Start it off in a well lit, but not bright spot. Once settled in, it will send out runners and spread. It's relatively slow growing, depending on the conditions.

Would it grow faster if I put it in a terrarium type setup
do you think or kept it in a bog type situation?

You will get faster growth with more light. Yes, terrarium would work. In it's emersed form the plant will develop a clover leaf. This can also been seen submersed when the plants creeps into darker areas of the tank.

Ditto what Robert said. I had it under high light and once it got going it grew like a weed!
