My Tek Elite is giving me a bit of a shock and I was wondering if anyone knew anyone who could fix it? Tried taking it apart last night but not really sure if I could get it back together...
Do you have four or more bulbs? If so, you can try figuring out which bank is giving you the shock and compare the connections and wiring of the bank that is not shocking you. Maybe something is just loose and needs to be tightened.

Can start with double checking the grounding.
I`m sure they are some electrical inclined hobbyist among us.
