Title: Fastest way to grow buce?

I bought a couple tiny pieces over a year ago. And they are still the same size. About one inch long and with 4 tiny leaves (the original leaves all melted off in the first couple months). I know its a very slow growing plant but.. is there a way to help it speed up a little?

What I have: 90g with frequent water changes (with API tap water change) and a low dose of florish. Can't make it too high or all my shrimp decide to relocate to the top of the tank. I have no CO2 besides an unused bottle of excel (too nervous to use it since i know its bad in higher doses).
Ideas I've had: Putting it in a small tank with Flourish and Excel in the sun.
Or growing it emersed in a container with aquarium dirt and plastic wrap over top.

I started with about 6 buce plants only one melted others doing well. I use excel.

The fastest way to grow Bucephalandra is with CO2 at about a bubble per second (or more), moderate light, 10 ppm of NO3, 1 ppm of PO4 and Flourish Comprehensive at the recommended dose.

And what kind of shrimp do you have? I've got lots and breed Cherrys in the recommended dose of Flourish Comprehensive with no problems. My experience with shrimp leaving a tank is because of a lack of hiding places for them to molt.
