Any suggestions on programs or websites to use to compress photos so they can be attached?
paint program (Programs, Paint) and resize the file, save as new. (the size of the picture is displayed on the bottom of the page after you alter it) you can alter in either pixels or size percentage.

I use Photobucket, it's free and will easily let you edit, crop, resize and compress photos, plus it even generates the code to insert the image, thumbnail, link or any combination thereof for most forum sites.
