Rock structure: glue?

I'm sure we've talked about this before, but...   :P

I'm going to build a rock wall/structure and don't really want to drill the rocks (power tools and I don't get along well ;)).  Should I use: great stuff foam (seems to be very strong when dry?), epoxy (not the underwater stuff, the clear use-on-dry-rocks stuff) or silicone?  Or a combination?  I'm not sure if the rocks will be attached to eggcrate or not as of yet b/c I'm not sure if I want a "wall" or a structure that gets water movement behind it.  Thoughts?

why not the underwater epoxy? tough as nails. i say ehhhh to silicone, not as strong as we think although it depends on the size of rock you are using

I don't like the underwater epoxy that much, don't find it holds well.  Besides, my rock will be dry so I don't need it.  :)
