If I order fish to the UPS store in ogdensburg, am I allowed to just bring them across the border If I let them know and pay all applicable fees or whatever??

It's no problem to bring fish from the US into Canada if you are hobbyist. I have done this several times. Just be prepared to name the fish, make sure it's origin is the US (not wild caught or CITES listed), and print our the proper paperwork just in case you are asked for it.

For the paperwork go to the AIRS site and select the following: 03, 01, 10 extension 9049, then pick US "state"and 102.

I agree with fishKopp there is no problem bringing in fish from the US for hobbyists. I have done it literally dozens of times, either bringing back fish from shows or having fish shipped from an on-line dealer. Keep all your bills, know the scientific names of your fish and the border staff will simply charge you the appropriate taxes and you'll be on your way. I have never had a shipment refused.
