No it does not , it`s best to dry it out & store it.When it` s new it is wet to protect the dormant bacteria ("claim") from the manufacturer.

Yeah, unless you are planning to add this to an uncycled tank, I wouldn't worry about it drying out.  And frankly, I don't put a lot of faith in products that claim they can help speed up a cycle.
