Java moss/elodea growout tub

I'm thinking about setting this up again.  Last time I tried all the javamoss got crazy mangled with hair algae and I had to throw it out.

10 gallon rubbermaid tub.  How could I get java moss to grow without being consumed by hair or bba?

Would it need to be heated? 
Would some sort of circulation be needed?
I could put a 27watt shop light over it.
Change out water weekly with goldfish water change water (nitrates between 20 and 30) or I'd prefer to feed it some other way.  Water changes already take me way too long without adding this.  I have liquid fertilizer drops from BigAls.
And I could add my hagen DIY CO2 canister on it.

Would this work?

How can I get it to grow like crazy like some of you are able to do?

yes that will work
27 watt over a rubbermaid tub.
goldfish water with some laterite on bottom of tub.

The main thing I have found is it likes to be in a water flow. or place a couple air bubblers under the java moss /or a filter/pump.

Here's what I would do:

Put a small filter in the tub, buy a few cherry shrimp (they like cool water anyways) and put a light on a timer.  Do water changes once a week and give the cherry fish the odd feeding of flake food.  My Java Moss has been growing a lot in similar conditions...except in a tank :)
