how does python work?

I just got a python faucet part and a long garden hose to go with it.

I usd it for the first time today and it seemed pretty inefficient on water. I had to put the water on full just to drain the tank. If i turned the water flow off or down the tank would stop draining. The sink is about 20' from the tank and it's at the same height. Am I doing something wrong, or am I supposed to be wasting so much water? The hose I got is 50' so it was coiled up maybe 4 coils while i was siphoning..

If you turn off the water it will only continue to drain if there is a siphon action going on.  That will only happen if the outflow is at a lower level than the inflow.  If they are at the same height there will be no siphon action happening.  The futher the outflow is below the inflow the stronger the siphoning action will be. 

You said your sink and the the tank are the same height so that means there will likely be little or no natural siphoning happening.  The only way it will drain is if you have the faucet turned on to 'suck' water from the tank.  Sounds like it is working as designed but because of the height of your tank relative to your sink you will need running water to draw out the tank water.
